Matthew Mercuri, PG, CPG, and Raymond Minarovic, PG, LSRP, founders and managing partners of RMS Environmental have over 40 years of professional Site Assessment & Remediation experience between them and personally bring their large company experience and expertise to every project, regardless of its size. They are intimately involved in every project, leading to a wide range of cost-effective, site specific investigations designed to provide RMS clients with technically sound and easily interpretable information.

Matthew Mercuri, PG, CPG

Mr. Mercuri has over 15 years of experience as a project to principal geologist/hydrogeologist. Mr. Mercuri is a licensed Professional Geologist in Pennsylvania, New York and Virginia. Among the hydrogeologic projects completed are: groundwater resource development and management in various settings and for various uses; design and implementation of pump tests and analysis of well fields; selection of drilling sites for large yield wells; horizontal and vertical distribution of contaminants in groundwater; design and implementation of remedial plans; investigation and evaluation of sites contaminated with dense non-aqueous phase liquid compounds (DNAPL); evaluation of groundwater flow systems, evaluation of leachate migration in fractured bedrock settings, underground storage tanks sites; site evaluation for land disposal of domestic sewage effluents. Mr. Mercuri has taken numerous sites through the Pennsylvania Department of Environmental Protection Act 2 Program and obtained Release of Liability for the sites. Additionally, Mr. Mercuri has specialized in ArcGIS and AutoCAD and designed and taught ‘An Introduction to ArcGIS’ at LaSalle University. Professional services have included projects in Pennsylvania, Delaware, New York, Maryland, Virginia and New Jersey.
Raymond Minarovic, PG, LSRP
Raymond Minarovic, PG, LSRPCo-Founder and Managing Partner
Mr. Minarovic is a Professional Geologist in Pennsylvania, Delaware and Mississippi and a Licensed Site Remediation Professional in New Jersey with over 20 years of professional experience in regulatory compliance, environmental site assessment/remediation, due diligence, hazardous and solid waste landfill management. He has managed projects under Pennsylvania’s Department of Environmental Protection regulations, specifically Act 2 and Brownfield Programs, and New Jersey Department of Environmental Protection regulations including the Site Remediation Program (SRP), Underground Storage Tank Program and Industrial Site Remediation Act (ISRA). He also has experience working on grant projects, including the US EPA Brownfield Grant Program and New Jersey Hazardous Discharge Site Remediation Fund (HDSRF). Mr. Minarovic has worked on projects under federal jurisdiction including the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); Toxic Substances Control Act (TSCA); National Pollution Discharge Elimination System (NPDES); Solid Waste; Residual Waste; Safe Drinking Water Act and Superfund Amendments and Reauthorization Act (SARA).

Amber Mercuri Staff Environmental Scientist
Mrs. Amber Mercuri is a staff environmental scientist at RMS Environmental. Amber formerly worked for Mercuri & Associates, Inc. and joined RMS when the company was rebranded in 2020. Having worked for smaller environmental consulting firms, Amber understands the importance of meeting client needs, being responsive, and successfully finishing projects.

Primarily, Amber oversees project management for RMS. She has participated in the design and implementation of groundwater and surface water monitoring programs. Additionally, she has collected a variety of sample types, including groundwater, streams, soil, soil vapor and indoor air in compliance with state and federal regulations. Amber creates sample-based data tables for contaminated sites, delineates the extent of contaminant plumes, determines extent of remediation and what remediation techniques would be best employed at sites.

Amber prepares annual reports for several municipalities encompassing aspects of the public water supply system including production amounts, inflow and infiltration, wastewater management, leaks and system interruptions, precipitation data, potential contamination, and any changes in regulation that may affect protocol. Amber has aided in the preparation of drinking water monitoring and sampling plans for school districts, water authorities and municipalities.

Mr. William (Bill) Kennedy
Mr. William (Bill) Kennedy Principal Environmental Scientist
Mr. William (Bill) Kennedy is a Principal Environmental Scientist at RMS Environmental. Bill comes to RMS with over 18 years of Site Assessment and Remediation experience in the environmental field and is a licensed UMR/AMR inspector through the PADEP. Having worked at larger consulting firms in the past, Bill personally brings his large company experience and expertise to every project, regardless of its size. His consulting experience includes soil, water and air monitoring, environmental impact studies and industrial sector health and safety. Bill is a skilled advisor providing regulatory oversight and recommendations to industries to improve pollution control with soil, water, waste, and air effluent streams.

Bill specializes in Pennsylvania UST remediation projects under the Act 2 program and the §245 corrective action process. Bill regularly interacts with clients, regulators, PADEP Underground Storage Tank Indemnification Fund (USTIF) claims handlers, and third-party reviewers regarding all aspects of remediation projects. He coordinates interim remedial actions and emergency response activities for catastrophic releases and has managed multiple submissions of PADEP USTIF claims. He also ensures regulatory compliance during all aspects of remediation projects and prepares professional technical reports for submission to private clients and government agencies.

Bill will manage RMS’s Pennsylvania UST and AST removals and be responsible for the oversight of entry-level staff and business development as well as attend meetings and correspondence with the firm’s clientele. He is intimately involved in every project, leading to a wide range of cost-effective, site-specific investigations designed to provide RMS clients with technically sound and easily interpretable information.
